The month of June means one more big test for many students finishing college — a test of the job market. Wish them luck. Americans age twenty to twenty-four faced an unemployment rate in May of fourteen and seven-tenths percent. That was five percentage points higher than the national rate.The National Association of Colleges and Employers says about one-fourth of those who applied for a job have found one. The organization says that is up a little from last year. But the number is down sharply from two thousand seven, the year before the financial crash.Josh Safran graduated from American University in Washington with a business degree. He is still looking for a job.He said: “Once you get noticed by a company, it gets a lot easier, but it’s so hard to get noticed because there’s so many people looking for so few jobs.”One way to get noticed is through an internship program, says Reuben Smith-Vaughn, another graduate of American University. Internships may offer little or no money. Some students even pay for them. But the National Association of Colleges and Employers says ninety-two percent of the employers it asked had plans to hire interns this year.The Occupational Outlook Handbook published by the Labor Department offers job market predictions through twenty eighteen. The highest growth is expected in biomedical engineering. Twenty-two-year-old Sarah Kramer just got her degree in biomedical engineering from Columbia University in New York. She found a job with a major consulting company in Washington. But her search was not easy.She said: “I started in August before my senior year. And I set up appointments with career services. I applied to about a hundred and fifty jobs. I went on maybe fifteen interviews.”Ms. Kramer says many of her friends have not found jobs. Many have chosen to go to graduate school instead. But she has suggestions for students entering their final year of college who want a job when they graduate. She said: “Start early. Take advantage of your career services at your school as much as you can. And don’t give up, and just keep applying to as many jobs as you can.” Josh Safran says he may have to do what a growing number of recent college graduates are doing. He said: “Worst-case scenario, if I don’t find a job by the end of August, I move back with my parents.” And that’s the VOA Special English Economics Report.

Moving onto China where a slowing global economy is causing growing unemployment among the country’s migrant workers. Post Olympic jobs are fewer and the pay is less. And the vast majority of rural migrants have no coverage under a flawed social security system.

STORY:
The global economic slowdown is taking its toll on China and threatens to significantly up the country’s unemployed.

Rural migrant workers are especially hard hit.

[Zhang Zhiyang, Construction Worker]:
“It is very difficult to find a job nowadays. It is very difficult to feed ourselves here. Those who have gone home also face difficulties. I will tell you our difficulties — it is tough to go home. It is also tough to find a job in the city here, and all of us are struggling.”

Zhang has been sleeping in a hut near a construction site for almost a week. Being out of job has made it very difficult for him to survive in the big city.

Those who do manage to find work found themselves in a harsh working environment or working for less pay.

[Cao Guangming, Migrant Worker]:
“Now it is not easy to find a job, and the pay is lower than before. Before the Olympics, there were more job opportunities, and the pay was also higher. Now jobs and wages are less.”

Like many migrant workers in the city, Cao is not a legally registered laborer and so does not show up in official unemployment statistics.

Under China’s social security system, citizens can collect welfare payments only in the city where they hold a household registration permit, usually their birthplace.

That means the vast majority of rural migrants have no coverage.

[Yi Xianrong, Economist, Academy of Social Sciences]:
“Our country is facing a decline on exports. And the reduction of business orders is causing small and medium-sized enterprises, mostly labor-intensive, to close or cut their employees, and most of the employees are migrant workers from the countryside.”

China’s September urban jobless rate of 4.0 percent does not include those who do not report they are out of work. Nor does it include an estimated 150 million migrants working in cities.

Rural migrant workers are now returning to their jobs after the New Year celebrations. But millions arrive in Beijing for the first time, hoping to find a job. We bring you their story.

STORY:
Sun Xiaoliang is one of the millions of migrant workers who come to Beijing hoping to find a job.

He is from Anhui Province in eastern China, one of the poorest in the country.

He left his family back home, soon after the Chinese New Year celebrations, hoping to get a better chance at finding work in Beijing.

Sun shares his small room that has no heat nor running water.

[Sun Xiaoliang, Job Seeker]:
“It is very difficult to find a job. When there is not much farm work to do, I usually go out and do some migrant work to support my family. But it is much more difficult to find a job and make money nowadays than before.”

Early mornings, Sun heads for an illegal job market, since official job markets charge around 30 U.S. dollars for access, but with no job guarantee.

Sun joins hundreds of other job seekers. Most of them wait all day for a potential employer to turn up.

This is the daily story of about 20 million Chinese rural migrant workers.

Thousands of factories in the Pearl River Delta have closed since export orders have slowed down.

Liu Xianjiu has lost his job in Guandong Province just before the Chinese New Year. So he has now turned up with his family in Beijing in the hope of finding a job in the capital.

[Liu Xianjiu, Job Seeker]:
“There are not many factories left open in Guangzhou any more. We couldn’t find work there, so we came to Beijing to try our luck.”

Factory closures in Guandong Province sparked workers’ protests and bitter confrontations last year.
