I assume you are talking about jobs posted on USA Jobs. These positions are what is know as "dual status" military technician positions. Basically you are a government employee that must be a member of the drilling reserves to hold that position. The Guard (both Army and Air) uses these positions a lot because they are not authorized enough AGR (active duty Reservist) to perform day-to-day operations.
References :
Yes. You'll go to San Antonio for basic training and then to wherever your tech school is for your job. When you're done with all that then you go back home and work 1 weekend a month and an additional 2 week period a year unless you're needed to go active duty for a period of time. The Air Force only deploys for 3 or 4 months versus 1 year or more like the Army.

You are still really in the military even if only part time.

Well truth is, there's no certainty of what job you really get, and doesn't stop you from being deployed. If you're not looking deploy or travel, don't do it. Air National Guard is a good job in itself though. Puts extra money in your pocket, you have training once a month, plus travel for your two weeks a year, sometimes overseas, plus more. Many are under the assumption that the guard only requires a two week long training once a year, which is not necessarily so. Sometimes depending on your job, you could have two or three, one week or more deployments a year for training.
